Planning for Prosperity: A 2040 Vision for Hampton County
Hampton County is launching an update of the Hampton County, SC, Comprehensive Plan. Planning for Prosperity: A 2040 Vision for Hampton County will include an updated, long-range vision for the County with corresponding policy and guidance for implementation of the Plan over the next 10 years. This new Comprehensive Plan will reflect new and retained policies, future land use plans, and other tools supporting a refreshed vision for the County.
Our goal is for the Comprehensive Plan to be developed by the community for the community. The voices of all community stakeholders are critical for both the creation of the Plan and its successful implementation.
Throughout the planning process, there will be many ways for the community to engage and provide input. All information about the planning process will be shared on this website, including survey opportunities, meetings, and draft documents.

About Comprehensive Planning in South Carolina
The requirements for a comprehensive plan are included in the South Carolina Local Government Comprehensive Planning Enabling Act of 1994.
The basic planning process for all planning elements must include, but not be limited to:
- inventory of existing conditions;
a statement of needs and goals; and
- mplementation strategies with time frames.
As outlined in state legislation, the comprehensive plan must include at least the following planning elements:
- Population
- Economic Development
- Natural Resources
- Cultural Resources
- Community Facilities
- Housing
- Land Use
- Transportation
- Priority Investment
- Resiliency
