January 3, 2005 Hampton County Council Meeting Concise Summary

1.         CALL MEETING TO ORDER - Chairman Parker called the meeting to order

 

2.         INVOCATION / PLEDGE OF ALLEGIANCE

2.1       Invocation - Rev. Kevin Byrd, Chaplain, Hampton County - Rev. Byrd gave the invocation, and the pledge was led by Chairman Parker.

 

3.         ELECTION OF OFFICERS AND APPOINTMENT OF STAFF

3.1       Election of Chairman - Council re-elected Council Member Margaret S. APeggy@ Parker as Chairman.

3.2       Election of Vice Chairman - Council elected Council Member Willard E. Wilson as Vice Chairman.

3.3       Appointment of Staff

3.3.1   Administrator - Sabrena Posey - Council reappointed Sabrena Posey as Administrator.

3.3.2   Clerk to Council - Aline Newton - Council reappointed Aline Newton as Clerk to Council.

3.3.3   County Attorney - Algernon Solomons, Jr. - Council rehired Algernon Solomons, Jr. As County Attorney

 

4.         PUBLIC HEARING - There were no public hearings.

 

5.         PUBLIC COMMENTS - There were no public comments.

 

6.         ADOPTION OF AGENDA

6.1       January 3, 2005 County Council Meeting Agenda - Council adopted the agenda with the addition of a contractual matter regarding the library, the discussion of a workshop and a Resolution for the Disabilities and Special Needs Board Concerning Transportation.

 

7.         APPROVAL OF MINUTES

7.1       December 13, 2004 Regular Meeting Minutes - Council approved the minutes.

7.2       December 20, 2004 Regular Meeting Minutes - Council approved the minutes.

 

8.         PRESENTATIONS - There were no presentations

 

9.         APPOINTMENTS  - There were no appointments scheduled.

 

10.       RESOLUTIONS - There were no resolutions scheduled.

10.1    Resolution #2005-001, Tax Deferred Payroll Deductions for Installment Service Purchase

 

11.       ORDINANCES

11.1    THIRD READING OF ORDINANCES

11.1.1 Ordinance 2004-004.  Ordinance authorizing (1) The execution of and delivery of a Fee in Lieu of tax agreement by and between Hampton County, South Carolina and Nevamar Company, LLC, pursuant to which Hampton County shall covenant in such an agreement to accept certain fees in lieu of ad valorem taxes; (2) Special source credits to reimburse the company for a portion of the costs of certain infrastructure or real property costs incurred in connection with a manufacturing or commercial enterprise serving the economic development of Hampton County; (3) The benefits of a multi-county park to be made available to company; and (4) other matters relating thereto. - The matter was deferred.


11.1.2 Ordinance 2004-006, Establishment of the Hampton County Animal Control Officer and Duties - The matter was deferred.

 

11.2     SECOND READING OF ORDINANCES

11.2.1  Ordinance #2004-012, Nuisance and Unfit Dwellings Ordinance - The matter was deferred.

 

11.3     FIRST READING OF ORDINANCES - There were no ordinances scheduled for first reading.

 

12.       BIDS - There were no bids scheduled.

 

13.       COUNCIL BRIEFING

13.1     Council Workshop - Council decided to plan a workshop for a 2nd or 4th Tuesday from 5:00 to 8:00 p. m.  The workshop will be conducted by the University of South Carolina Institute of Public Affairs.  The Administrator will contact the University to see what dates are available.

 

14.       REPORTS TO COUNCIL

14.1     Administrator=s Report

14.1.1  Lease Agreement - Property Rental for the Communication Tower - Council approved the lease agreement.

14.1.2  Out of State Travel Request for Sheriff - Council approve the out of state travel request for the Sheriff.

14.1.3  Equal Employment Opportunity Plan - Council approved the Equal Employment Opportunity Plan.

14.1.4  Southern Carolina Alliance December Report - Mr. Walt Inabinet, Southern Carolina Alliance updated Council on the Alliances activities.

14.1.5  Disabilities and Special Needs Resolution - Council adopted the resolution.

 

15.       EXECUTIVE SESSION

15.1     Contractual Matter (DSS Project) - Council direction to  the Administrator.

15.2     Contractual Matter (Economic Development) - Council gave direction to the Economic Development Director, the County Administrator and the County Attorney.

15.3     Contractual Matter (Library) - Council gave direction to the Administrator and the County Attorney.

 

16.       ADJOURNMENT - Council adjourned the meeting.
