the pledge was led by Chairman Parker.

- Council re-elected Council Member Margaret S. APeggy@ Parker as Chairman.

addition of a contractual matter regarding the library, the discussion of a

#2005-001, Tax Deferred Payroll Deductions for Installment Service Purchase
READING OF ORDINANCES
2004-004. Ordinance authorizing (1) The execution of and delivery of a Fee in
Lieu of tax agreement by and between Hampton County, South Carolina and Nevamar
Company, LLC, pursuant to which Hampton County shall covenant in such an
agreement to accept certain fees in lieu of ad valorem taxes; (2) Special
source credits to reimburse the company for a portion of the costs of certain
infrastructure or real property costs incurred in connection with a
manufacturing or commercial enterprise serving the economic development of
Hampton County; (3) The benefits of a multi-county park to be made available to
company; and (4) other matters relating thereto. - The matter was
2004-006, Establishment of the Hampton County Animal Control Officer and Duties
- The matter was deferred.

11.2.1 Ordinance #2004-012, Nuisance and Unfit
Dwellings Ordinance - The matter was deferred.
11.3 FIRST READING OF ORDINANCES - There were
no ordinances scheduled for first reading.

13. COUNCIL BRIEFING
13.1 Council Workshop - Council decided to plan a
workshop for a 2nd or 4th Tuesday from 5:00 to 8:00 p.
m. The workshop will be conducted by the University of South Carolina
Institute of Public Affairs. The Administrator will contact the University to
see what dates are available.
14. REPORTS TO COUNCIL
14.1.1 Lease Agreement - Property Rental for the
Communication Tower - Council approved the lease agreement.
14.1.2 Out of State Travel Request for Sheriff -
Council approve the out of state travel request for the Sheriff.
14.1.3 Equal Employment Opportunity Plan - Council
approved the Equal Employment Opportunity Plan.
14.1.4 Southern Carolina Alliance December Report - Mr.
Walt Inabinet, Southern Carolina Alliance updated Council on the Alliances
14.1.5 Disabilities and Special Needs Resolution -
Council adopted the resolution.
15. EXECUTIVE SESSION
15.1 Contractual Matter (DSS Project) - Council
direction to the Administrator.
15.2 Contractual Matter (Economic Development) -
Council gave direction to the Economic Development Director, the County
Administrator and the County Attorney.
15.3 Contractual Matter (Library) - Council gave
direction to the Administrator and the County Attorney.
16. ADJOURNMENT - Council adjourned the meeting.
